Executive Director, Indiana Education Savings Authority
Troy Montigney is Executive Director of the Indiana Education Savings Authority (IESA), working to grow participation and investment in the state’s tax-advantaged CollegeChoice 529 Savings Plans beyond their current 300,000 accounts and $3.1 billion in assets under management.
He currently serves on the Indiana Commission for Higher Education’s 21st Century Scholars Advisory Council and also represents Indiana nationally as co-chair of the College Savings Plans Network (CSPN) Federal Initiatives committee, advocating for 529 programs at the congressional level.
Prior to leading the IESA, Troy served as Political Affairs Manager for the Indy Chamber, enabling its bipartisan Business Advocacy Committee PAC to achieve record fundraising levels in 2014. He contributed to the election of three candidates to the Indianapolis Public Schools Board of Commissioners and represented the Chamber on policy stakeholder groups, including Freedom Indiana, Hoosiers for Sunday Sales and Indy Connect Now, where he served as internal communications coordinator.
Troy also previously worked as a Legislative Assistant for the Indiana Department of Child Services and for various federal and state political candidates.
Troy is an alumnus of the Indiana Leadership Forum and was elected president of the Class of 2014 and a member of its board of directors. In 2015, he was appointed to the United States Global Leadership Coalition’s Indiana Advisory Committee and selected for the 2016 class of United Way of Central Indiana’s Leadership United program. He also volunteers as a Starfish Initiative student mentor and exhibition grader for Indianapolis Lighthouse Charter School.
A native of Greenwood and resident of Fall Creek Place in downtown Indianapolis, Troy is a proud graduate of DePauw University (B.A., Communication) and active in alumni leadership efforts as a member of the regional alumni council board and past class reunion coordinator.
